Arkansas may well be the next state to run a lottery. Lieutenant Governor Bill Halter is leading a movement to chandw the state constitution to allow the creation of a state lottery.

Champions of the institution of a lottery estimate over $100 million could be raised in annual revenue for the state. Missouri officials said the running of an Arkansas lottery could cost Missouri's system as much as $25 million, while Oklahoma could drop $10 million from Arkansans
currently crossing state lines to play.

The current thinking is that state would operate and regulate the lottery itself, although some suggestions have been made to lease the lottery to a private concern.

Religious organizations within the state have already begun to protest a change they view as immoral. Hwever, Halter said in reply that Arkansans were ""tired of the power of narrow special interest groups to deny the majority of Arkansans the opportunity to decide issues."
