Last week, we reported on how a man was suing his state's lottery for selling lottery tickets that already had the top prize cashed in. The man claims he and others were deceived by the tickets.

Now, a broader report has been done that has unveiled that many states have been partaking in the same practice. They have been selling tickets to games where the top prize has already been paid.

The scam is getting much attention throughout the country, and the backlash could be devastating for state lotteries. Ticket sales have already been lagging before the news of the ticket scam was brought out into the public.

The USA Today
is estimating that forty two states that offer scratch off tickets were selling the tickets after the top prize was hit. The state of Virginia, which has come under the most attack over the issue, is no longer selling tickets where the top prize has been claimed.

"We absolutely have always been very open and honest with our players about the way our scratch tickets are distributed. Yes, there were times when there was a scratch game out there that might've said "zero" in terms of the number of top prizes, but our players knew that," said Paula Otto, Executive Director of the Virginia State Lottery.

They have had no comment regarding the pending lawsuit filed against them.
